The March team met with MAS Development and LeCesse Development at the ECCO Apartments site in Elizabeth, NJ to walk the project, talk through progress, and look ahead at what’s next.
Sal Garcia, founder of MAS Development and a proud native of Elizabeth, led the walkthrough alongside his team.
Standing on site, he pointed out where the amenity spaces will land, called out the design decisions that set ECCO apart (extra-wide hallways, an indoor pool, and a mix of modern amenities you don’t often see in this submarket), and gave everyone a clearer picture of what daily life will feel like once residents move in.
From Vinty to ECCO to What’s Next
ECCO is one piece of a much bigger vision Sal is building in Elizabeth, one he calls Vintage City.
It started with Vinty, Elizabeth’s first Class-A luxury apartment live-work-play community designed to inspire innovation for local businesses and residents.

ECCO is the next chapter, currently under construction with March as CM. Two more phases are lined up behind it: Trio, another residential development, and a new hotel project that will round out the district.
A Walk Through the Neighborhood
The conversation didn’t stop at ECCO. Sal walked us to a viewpoint overlooking a new museum highlighting Elizabeth’s history, then over to an abandoned railroad track he plans to clean up and convert into a long walking path as a donation to the neighborhood. Vintage City is designed to draw people downtown with a mix of places to live, eat, play, work, connect, and enjoy the arts.
What’s Next
ECCO is delivering 258 Class A units in a federally designated opportunity zone. Design is by Baker Barrios Architects, with LeCesse Development and MAS Development leading the partnership.
